Well if you ask me, this is a bit ridiculous. I just noticed it earlier today when I was sending some money to a few members of one of my sites. There are a few options now when you go to send money.

The first option is the normal screen, but now shows a “Purchase” tab on it:

The next option shows a “Personal” tab:

According to PayPal, if you choose the Personal option and send money from your balance, the receiver will not be charged any fee and you will not be charged any fee either to send it. However, if you send it from a credit card balance, you will be charged fees:

I just wonder how this will affect PayPal whether it will be good or bad.
